Ensure 100 per cent illumination of street lights in all villages

Complaints on non-glowing LED streetlights to be addressed within 48 hours by village secretariats

Minister for Panchayat Raj and Rural DevelopmentPedireddi Ramachandra Reddy conducted a review with officials of Panchayat Raj department over telephone and said that the Chief Minister YS Jagan Mohan Reddy very keen on enhancing the quality of life of the people in the rural areas. The State government was considering the rural development as an important segment of total economic development of State.

The State government has directed Panchayat Raj and Rural Development department to take all necessary steps to strengthen and revamp the LED street lights programme (Jagananna Palle Velugu) in the State and ensure effective maintenance of street lights by attending the non-glowing LED Street Lights within48 hours from the date of receipt of complaint.

The government has entrusted the repair and maintenance activities of LED street lights to the village secretariat headed by Panchayat secretary with an objective to ensure 100 per cent perfect maintenance of LED street lighting in all districts.

The village secretariat headed by Panchayatsecretary is responsible for operation and maintenance of LED Street lights in coordination with AP Discoms of AP energy department. The government has directed to involve 2.6 lakh village volunteers into the new system in coordination of AP State Energy Efficiency Development Corporation (APSEEDCO). The Panchayat department has requested energy department to spare the energy assistants to attend the complaints. In case of non availability of the energy assistants, the village secretariat headed by panchayat secretary shall have to engage an exclusive technical person to attend the complaints and resolve within 48 hours.

According to officials, the government has strongly determined to improve the Complaint redressal mechanism of LED street lighting with an objective to bring down the complaints on non-glowing lights to the maximum low level and reduce the response time to the complaints to minimum possible time.

Successful maintenance of LED street lights is our main priority. Improved light quality will enhance safety, security and visual comfort in villages and provide better quality of life to people. Government is very keen to ensure illumination of every LED Street light in every street and every village and bring down complaints to extremely minimum level in a phased manner,” he said.

As per the new system, a web application of desktop and mobile phone based platform will be developed for ensuring transparency in handling the complaints and a Toll free number shall be established and made available for public domain for reporting of non – glowing complaints.

Identification and reporting of non –glowing of LED Street Lights, through the compliant reporting mechanism shall be developed from time to time by Panchayat Raj department.  Village volunteers will also gather information of non-glowing lights and other maintenance related issues and report to village secretariat. The Village Secretariat headed by panchayat secretary will address the complaints and resolve the complaints on non -glowing LED Street Lights within48 hours from the date of receipt of complaint.

Necessary spares required for attending luminary related complaintsshall be supplied by EESL and distributed by Andhra Pradesh State Energy Efficiency Development Corporation (APSEEDCO) at village secretariat Level. The APSEEDCO is the project management consultancy for both EESL and Panchayat Raj department, principal secretary of PR & RD Gopal Krishna Dwivedi said.

The Principal Secretary for PR& RD has directed Managing Director of APSEEDCO to evaluate the quantity of lights required in the proposed YSR Jagananna Colonies by conducting a physical survey. The Government is ready to evacuate LED Street lights to the YSR Jagannanna colonies as part of providing best living standards to the beneficiaries. Besides around 4 Lakh LED Street lights will be sanctioned to the Gram Panchayats that have not been not covered in the street lighting program so far and some additional lights will be sanctioned to the villages that have already been covered under the street lighting program as per the request of Gram Panchayats.

The Gram Panchayats as the direct beneficiary of the LED street lightingwhich can approximately achieve the estimated savings of 260 million units of electricity annually worth Rs 156 crore.

Stating that Chief Minister Y S Jagan Mohan Reddy had taken historic decision to establish village secretariats, the Minister said that the village secretariats were playing key role in reaching the several welfare schemes to real beneficiaries directly.

The State government was providing several services at doorsteps of people by utilising the services of village volunteers and village secretariats, he said.  “The State government has moved the administration to the villages making it very closer to the common man. AP is the only State in the country that is delivering government services and schemes to the people at their door steps,” the Minister said.

Energy Secretary, Srikant Nagulapalli said that LED street lighting program is one of the major initiatives taken up by government to provide best services to the consumers. The DISCOMs have been directed to provide highly qualitative and reliable power to the street lights.

The commissioner PR & RD, M Girija Shankar has appreciated Energy Efficiency Services Limited, GoI for retrofitting the Energy Efficient LED Street lights in the state in a large scale and making the program as a role model in the country.

On behalf of Principal Secretary, Housing, Ajay Jain, the Managing Director of Ward/Village secretariat, Naveen Kumar has explained that all necessary measures will be taken to carry out Repair and maintenance works by village secretariats to make the street light program a success.
